LDC Group Core Team

The LDC Core Team are technical experts who have provided support to successive LDC Group Chairs and Group members on their specialist subject areas, and who represent the Group in the UNFCCC negotiations.

El hadji Mbaye Diagne El hadji Mbaye M. Diagne (Senegal): Mr. Diagne is Director of AFRIQUE – ENERGIE – ENVIRONNEMENT, a consultancy firm in Senegal. He is an engineer, associated senior consultant and former President of the Senegalese National Board on Climate Change. A member of the Senegalese delegation to the UNFCCC negotiations since 1998, Mr. Diagne is a Core Team member of the LDC group on mitigation. He has extensive knowledge of Technology Transfer and Clean Development Mechanisms under the UNFCCC and the Kyoto Protocol.
Gebru Jember Gebru Jember Endalew (Ethiopia): Mr. Endalew is Programme Coordinator for the Climate Change Forum-Ethiopia. He is an experienced meteorologist and former Head of the Meteorological Research and Studies Department. Mr. Endalew is in the roster of experts at the UNFCCC and is an LDC group Core Team member on mitigation and key coordinator for the Kyoto Protocol.
Sandra Freitas Sandra Freitas (Togo): Ms. Freitas has been a technical advisor to the LDC Group since 2011. An economist and graduate in environmental diplomacy from the University of Geneva, she is an international consultant on climate change and gender, supporting developing country governments and regional organizations in international climate change diplomacy and the preparation of key frameworks on climate change.
Bubu Jallow Bubu Pateh Jallow (The Gambia): Mr. Jallow is Chief Technical Adviser on a Climate Change Early Warning Project. He was previously Programme Manager of the UNEP-UNDP Climate Change and Development Programme Sub-Saharan Africa, Permanent Secretary to two Ministries, and Director of the Department of Water Resources. Mr. Jallow served as IPCC Lead and Coordinating Lead Author and Review Editor, Focal Point and Head of the Gambian Delegation to the UNFCCC and IPCC Sessions, and Chair of the LDC Expert Group.
David Kaluba David Chama Kaluba (Zambia): Mr. Kaluba is Principal Economist at the Ministry of Finance and National Planning in Zambia. He coordinates the implementation of activities under the Pilot Programme for Climate Resilience (PPCR) project under the Climate Investment Funds (CIF) for which Zambia is a pilot country. Mr. Kaluba participates in the negotiations of the UNFCCC financing mechanisms including the establishment of the Green Climate Fund (GCF) for which he is serving as a Core Team member and in 2012 was appointed a member of the GCF Board.
hafij M. Hafijul Islam Khan (Bangladesh): Mr. Khan is an environmental lawyer working to promote climate justice. He is leading the Centre for Climate Justice-Bangladesh (CCJ-B) as Executive Director. He is also a member of the loss and damage team of the International Centre for Climate Change and Development (ICCCAD). He has been working for the last 13 years on legal and policy issues related to the environment, natural resource management and climate change. Mr. Khan is a climate negotiator and has been a Core Team member on loss and damage since 2011.
Fred Onduri Machulu Fred Onduri Machulu (Uganda): Mr. Machulu is a former Economist and Principal Policy Analyst at the Ministry of Foreign Affairs, Uganda. He is the former chair of the LDC Expert Group and a Core Team member of the LDC group on technology transfer.
Abdalla Gaafar Abdalla Gaafar Mohamed Siddig (Sudan): Dr. Siddig is Technical Sector Chief of the Forests National Corporation in Sudan. He has practical experience of the design and management of community-based natural resources management and utilisation programmes in dryland forests. The Core Team member on REDD+, Dr. Siddig has experience in climate change, combat desertification and biodiversity conventions issues with a focus on forestry and sustainable development as related to global environmental changes.
Sidat Yaffa Sidat Yaffa (The Gambia): Dr. Yaffa is Assistant Professor at University of The Gambia (UTG), School of Agriculture & Environmental Sciences who works as a Core Team member that gives technical support to the Chair of the LDCs. Dr. Yaffa gives support on Agriculture, Loss & Damage, and Research & Systematic Observations during UNFCCC negotiations. In addition to the UNFCCC negotiation functions, Dr. Yaffa also lectures full time and is a research agronomist at UTG.
Sumaya Zakieldeen Sumaya Zakieldeen (Sudan): Dr. Zakieldeen is Assistant Professor at the Institute of Environmental Studies at the University of Khartoum and Co-ordinator of Community-based Adaptation in Africa (CBAA) at the Sudanese Environment Conservation Society. She is also a fellow of the Capacity Strengthening in Least Developed Countries for Adaptation to Climate Change network and in 2012 was appointed the LDC representative to the Adaptation Committee under the UNFCCC.
